can you help me tell why i get this error message on my windows 7 pc:

This is an issue that affects many people around the world. The problem is created by Microsoft in the first instance. The issue is the result of their laissez-faire attitude toward settings in the registry installed as default.
IMHO the issue is created by the default registry entry (on install) that automatically assigns a silly & useless static ip address to your NIC in the event that Microsoft's ip properties management cannot apply the ip leased by your router. (The problem could sometimes be caused by NIC failure or routing problem caused by virus/malware but most times by Microsoft mishandling of Network integrity).
The end user has no control over this event because Microsoft offers no control mechanism other than through the properties dialog of the NIC settings which is an on/off option - either auto ip or static)
It is the Auto IP option that lends itself randomly to the problem of IP conlfict.
Microsoft know is a problem but they leave you fcked.
